§ 2-2.03. Prior Approval by Administrative Staff.

All ordinances, resolutions and contract documents, before presentation to the Council, shall have been approved as to form legality by the City Attorney or his authorized representative, and, where substantive matters of administration are involved, shall have been examined for administration by the City Manager or his authorized representative, who shall advise the Council of his recommendations thereon.
