Whenever the Building Official has inspected or caused to be inspected any building
and has found and determined that such building is unsafe, or when a structure is
found unfit for human occupancy, or is found to be unlawful, the Building Official
shall commence proceedings to cause the repair, rehabilitation, vacation, or demolition
of the building.
