§ 8-3.301. Emergency Purchases by City Directors.

  • If an emergency occurs at times other than regular business hours, the City Manager may authorize City department directors to purchase directly any supplies, materials, equipment, or contractual services where immediate procurement is essential to prevent delays in the work of the using department which may vitally affect the life, health or convenience of citizens. Except in events of defense or disaster, the authorized expenditure for each such emergency purchase shall not exceed the amount of five thousand dollars ($5,000.00).

    The director of such using department shall submit, as soon as possible, to the Central Purchasing Division a record of the emergency purchase together with a report of the circumstances of the emergency.
