Each collector pursuant to the provisions of this chapter shall maintain detailed
records of all receipts and expenditures received or incurred in the operation of
such business, including all fees collected for services rendered.
The City, its officers and employees shall be entitled to inspect, audit and copy
such books and records upon notice at all reasonable times.
