Any agreement entered into by the Council pursuant to the provisions of this chapter
for the collection of solid waste, except industrial garbage, shall specify that all
charges for solid waste service shall be collected solely by the collector or by the
City pursuant to contract with a collector. The City may contract with a collector
to perform customer billing and collection services. Nevertheless, such a contract
shall not obligate the City to, and the City shall not, use its police power to collect
bills remaining overdue or unpaid.
