Upon receipt of a proposal to enter into an agreement hereunder, the Council shall
pass a resolution declaring its intention to consider the proposal, setting forth
notice of the day, hour and place, when and where any and all persons may appear before
the Council and be heard thereon. The time fixed for such hearing shall be not less
than ten (10) days nor more than thirty (30) days after the date of the passage of
said resolution.
