The accumulation, collection, removal and disposal of solid waste must be controlled
by the City for the protection of the public health, safety and welfare. The Council
finds that to give effect to this policy, a comprehensive system for the periodic
collection, removal and disposal of solid waste from all premises in the City is essential
and benefits all occupants of premises in the City, and, therefore, all such occupants
are required to provide for removal or collection of solid waste from all premises
in the City in accordance with the provisions of this chapter.
