Prior to the issuance of a permit, if the Public Works Director so requires, an applicant
shall deposit with the City Clerk a security instrument, in a form acceptable to the
City Attorney and in an amount deemed necessary by the Public Works Director to insure
proper and complete performance of permitted work. The security amount shall not exceed
one hundred (100) percent of the total estimated cost of the permitted work.
