The Public Works Director is authorized to issue a permit to install, construct, repair,
modify or destroy a water well, observation well, monitoring well, emergency extraction
well, or any other excavation that may intersect groundwater in the City for any purpose
whatsoever. A nonrefundable fee shall be paid upon application for the permit in an
amount as approved from time to time by resolution of the City Council.
