Every person, firm or entity who owns, conducts, operates, or manages a retail commercial
establishment selling graffiti implements within the City shall store, stock, keep
or display for sale or transfer graffiti implements in a secure area and not accessible
to the public in the regular course of business and accessible only to employees of
such retail commercial establishments.
