The Council is hereby authorized and empowered by resolution from time to time to
control and regulate said John Thurman Field in all particulars not inconsistent with
this chapter, to specify the conditions under which the same may be used or played
upon, to establish the fees to be paid for the use thereof and for their collection
and payment into the City Treasury, to provide for the construction and maintenance
of a grandstand, bleachers and other permanent equipment thereon, and for the sale
thereat by concession or otherwise of athletic equipment and refreshments, and to
provide generally for the control and regulation, maintenance and upkeep of said John
Thurman Field in every other manner and to such extent as may be necessary.
When any group or organization enters into an extended agreement with the City for
use of the ball park facilities, such group or organization shall be responsible for
general maintenance and upkeep of the facilities as required in the agreement and
shall employ responsible personnel to perform such maintenance.
