Specific plans are established to enable land to be planned and developed as coordinated,
comprehensive projects providing for systematic implementation of the General Plan,
and provide a means to plan for specific areas, providing land use pattern, development
standards, design guidelines, and development processes for these areas. The purpose
and intent of the SP Zone is to permit various land uses including residential, industrial,
and commercial development through Specific Plans, pursuant to Government Code Section
65450, et seq. The intent of this is to implement policies regarding certain uses,
standards, and development review processes adopted through the Specific Plan process.
